The typical response to the phase 1a disparity was "well that's where the healthcare workers live". That excuse no longer holds water.

Most discouraging is that the high mortality neighborhoods aren't catching up during phase 1b, continuing to lag in 1st dose vaccination rate.

Blaming this on hesitancy is unacceptable.
