The 13th Amendment abolishing slavery also nullified the 3/5ths rule, so the former Confederate states had greater congressional representation and more Electoral College votes. This would increase their political power as they soon worked to disenfranchise freed Black citizens.
Quite a deal to get full credit for Black citizens without having to bother with them voting.
I’m reminded of this as so many Republicans seek to pass restrictive voting laws. I think congressional representation and the EC vote share should no longer permit this loophole that has enabled white supremacy.
If only 20 percent of your eligible population can vote, then enjoy your reduced number of representatives and electoral votes.
