This evening, Denver City Council will vote on a massive overhaul to the group living aspects of the zoning code. Members of the public will be able to testify over Zoom. The meeting will be very long and I’ll be live-tweeting during it, in case you want to follow along.
This is one of the most significant pieces of legislation that City Council has voted on in years. The amendment would by far be the biggest change to the Denver Zoning Code since it was enacted in 2010. And the measure has drawn both vocal support and intense opposition.
The amendment would raise the # of unrelated adults that can live together in the same home from 2 to 5 . It would also make it easier for service providers to set up residential care facilities, like halfway houses, sober living homes, & homeless shelters, throughout the city.

And the public hearing for the group living zoning amendment has started.
City officials are testifying in favor of the initiative. 1st came the head of Community Planning and Development, which created this zoning amendment. Then came the head of the Department of Housing Stability. Now up, Andrew Webb, the senior city planner guiding the initiative.
Looks like about 150 people have signed up to speak tonight. Each will have three minutes to speak. Not everyone will use up the three minutes. Nor will everyone end up sticking around. But wow, that's a lot of people.
City staffers have been working on the group living zoning amendment for three years.
The Land Use, Transportation, and Infrastructure Committee held SEVEN meetings that addressed the group living proposal. That underscores how consequential and also controversial this proposal is.
