Before starting to talk about apartheid, in this case at least curb your enthusiasm. The Palestinians in East Jerusalem are offered pretty the same health care as Israelis, including Covid vaccinations. It’s pretty egalitarian.
But I think it’s still related to occupation.

There’s something cultural in this - the vaccination rate among the Palestinian citizens of Israelis also lower than the national average (in part due to suspicion) but not nearly as low as that in East Jerusalem.

One of the important variables in dealing with Corona is credible governance. Just look at Trump.
The Palestinians of East Jerusalem are occupied, politically disempowered. The have no Prime Minister, and do not consider the mayor as their mayor.

Israel has for 53 years contributed to the atomization of Palestinian society in East Jerusalem. We’ve crushed any political activity more radical than a scout meeting. And we also quashed scout meetings.
They share no power on Israel and are allowed none of their own.

A while back a group of Palestinian activists dealing with the pandemic had a Zoom meeting. In the middle of it, a guy turned up identifying himself as from the Shin Bet, said hi, warned them and disappeared into the ether.
