European diplomats say they don’t expect Mr. Borrell’s trip to end differences inside EU over Russia. Mr. Macron’s outreach to Moscow is likely to continue, as is Germany’s commitment to the Nord Stream 2 gas pipeline project with Russia. -4-
But even those who urged @JosepBorrellF not to go say #Russia blew chance. “There is no interest to engage in a meaningful way,” said @edgarsrinkevics “Of course that doesn’t mean we don’t speak at all with Russia. But it means we have to be...much better prepared when we do so.”
