Law enforcement opposes this bill because they claim restricting the use of tear gas or rubber bullets would leave an officer with no choice but to use live ammunition instead. Please keep in mind that this legislation is specific to unarmed demonstrators.
One Nashua officer testifying on behalf of the Police Chiefs Association compared BLM protesters to the terrorists who stormed the Capitol on 1/6, stating that if tear gas had been used instead of live ammunition, domestic terrorist Ashli Babbitt might still be alive today.

During our testimony, he spoke in defense of the thousands of peaceful demonstrators who were gassed or shot with projectiles by police departments during BLM protests across the country last spring and summer.

We highlighted the realities of organizers and allies who experienced chemical burns, loss of eyesight, permanent bodily harm & even death at the hands of state-sanctioned violence. We called out the racism of those in the hearing who approached #HB564 with obvious disregard.
Throughout the hearing, committee members laughed at, condescended to and repeatedly attempted to silence our testimony. We were treated with outright hostility and disrespect for advocating for our communities.

To make matters worse, Rep. Gary Hopper, the Republican representative who laughed at our testimony, went on Facebook *during the hearing* to further antagonize us.
This kind of behavior is unacceptable from anyone, especially members of our state legislature. Our organizers deserve to be treated with basic human dignity and the state representatives on this committee must be held accountable.
Contact these representatives and let them know that we will not tolerate racism and disrespect from our elected officials.
