a) Values = long term interests: to boost defence & deterrence, curb #Kremlin hostile influence, stop bankrolling Kremlin corruption w energy deals, strengthen #RuleOfLaw in Eastern Neighbourhood, help #Belarus democrats: all based on our values & very much in our interest 2/4
b) Putin is not Russia. Sanction #Kremlin cronies w EU #MagnitskyAct while engaging young Russians w visa facilitation, scholarships. Use innovative approaches to help Russian civil society. Increase Russian language media outreach. 3/4
c) Think ahead towards a post-Putin #Russia. Prepare for rocky transition, but also develop criteria for such a Russia to become strategic partner: HR & rudimentary checks&balances, no more destabilising the neighbourhood, no more hostile interference in the West. Get to work!4/4
