As has been pointed out elsewhere rebuilding building new passenger facilities in Calgary for just one short rail line isn't the most efficient, and with the loss of Greyhound bus service in Western Canada there is a shortage of reliable inter-city public transit.
Also a major problem in Western Canada is that the Canadian due to both the length of the route and CN ownership of the tracks has become unviable for regional use. https://globalnews.ca/news/6591508/via-rail-delays-the-canadian/
For VIA to become viable in Western Canada more major markets must be serviced like Regina, Calgary and Red Deer. Routing should be updated so it doesn't by-pass smaller cities like North Battleford, service must become minimum daily, and routes shortened.
So this is what I would recommend for Western Canada passenger rail service.
1) Churchill service remains unchanged
2) The Canadian rerouted such that is passed through Regina, North Battleford, and Llyodminster
3) Calgary to Banff service created as proposed
4) Multi time daily service Calgary to Edmonton
5) Daily rail service Between Regina and Calgary with stops in Moose Jaw, Swift Current, Medicine Hat, Lethbridge, and Okotoks.
6) Daily rail service between Regina, with stops in Saskatoon, North Battleford, and Llyodminster
7) Daily rail service between Winnipeg and Saskatoon with stops in Brandon and Regina.

The overlap in routes between Regina and Saskatoon would also create multi daily trips between these two cities
Biggest challenges
1) Getting access to use the rails by the railroads.
2) The CN routing that includes North Battleford and Lethbridge requires non-main line track that would require upgrades, same with Regina/Saskatoon connection
Biggest challenges continues
3) Where should Edmonton station be, no connections through/to downtown anymore
4) Can the old Regina station be returned to a train station or does another site need to be found?
