For those who (naturally!) tend to doubt any Zim govt voice and prefer to listen to “the international community”, please be assured that the Harmonised System Of Tariff Nomenclature dIstinguishes between crude and refined vegetable oils. See US and EU HS Code 1507 10 below.
The HS is followed by every member of the WTO and simplifies customs classification and processing by giving a tariff code for every tradeable product.

Heading 1507 is Soya oil and its fractions, including crude oil.

Heading 2709 is petroleum oils including crude oil.
Whether one talks of crude soya oil or crude petroleum oil obviously then depends on the context.

But the point is that it is correct to talk of crude oil and refined oil when talking of cooking oil, just as it is when we talk of petroleum oil.

When in doubt, trust the HS😀
Coda: I never thought my knowledge of the esoteric Harmonised System, acquired through geeky interest in finding the most amusingly and thoroughly named product( the clear winner is “frozen boneless chicken”) would help resolve a political debate but there you go!
