A couple of initial thoughts on Simpson's audacious, bold, expensive, comprehensive salmon plan:

3. Tellingly, no comments from others in the Idaho delegation or Governor Little. Fellow Republicans, in other words.
4. But...supportive comments from Oregon/Washington Senate delegations.

6. Simpson needs a Senate champion - and I can't imagine it will be @SenatorRisch or @MikeCrapo. NWPA passed in 1980 only because of forceful regional Senate leadership - Scoop Jackson ( @Jackson_Fdn) most significantly - and a big push by House heavyweights like John Dingell.
7. Historically, it's rare - very rare - to see a big regional plan like this come from a House member and one in the minority.
And while there is Senate clout in the delegation there is no Jackson or Mark Hatfield in the Northwest today.

8. Still, even getting this plan on the table is a huge move for the region. Simpson deserves great credit.
9. Final irony: while this has to be considered a long, long shot w/a short shelf life it would be DOA w/o Joe Biden in the White House and a Democratic Senate.
