The BoG is required to have: 4 Republicans, 4 Democrats, 1 Independent. There are still some seats unfilled, currently.

Republican members of Congress aren't going to like any of this at all, either way, but doing it the way I propose is a potential timesaver & a bone to throw. We do not want to spend four years battling all new appts. Salvage & fill remaining seats.
Once a functioning Board of Governors is in place, their job is to investigate DeJoy as well as replace him. Because I feel certain the BoG could find, with Congressional investigative help, that DeJoy very likely did more than dismantle vital machinery & gum up processes.
