The limits of cohorts to 15 students in secondary do seem to have an affect.
In @YorkRegionGovt (designated to have max cohorts of 15) only 11% of education outbreaks occur in a secondary school.
In @SMDhealthunit where secondary cohorts of 30, 32, 34,...exist it is 48%.
