The who: Every time a song is streamed there's 3 payments that happen. 1 to whoever owns the recording and 2 smaller payments to whoever owns the song (as written).
So without knowing which payment he's talking about, it's impossible to pick apart.

The where: like I said yesterday, different territories pay different rates, so a stream in Russia is worth way less than a stream in Canada. But there's also the other where, what platform was this? A stream on Youtube is worth vastly less than a stream on Tidal.
And bare in mind, i'm simplifying my explanation above. Those payments aren't going directly into his pocket, the recording side could be going to his label first and/or could be shared with bandmates. Same goes with the song payments, is there a publisher? Are there co-writers?
I'm not being aggro toward Gary Numan here, more saying that the quote is useless without the context. Dependent on the specific context 1,000,000 streams could be £3,000 or £37. Essentially it's both.
