while it is certainly a very encouraging news and a right direction, the issue here is that, of the pledged $42 billion, 98% comes from private sector; this is the kind of private-public partnership Moon administration has been pushing for in the course of promoting its "GND."
this is indeed the kind of 'de-risking' many global institutions have been pushing for, and in this case what primarily matters is the profitability of such projects, not necessarily the accomplishment of decarbonization
an interesting question posed by this news is that, I think, given the necessity of profit, how would this kind of project affect the whole regulatory system of electricity market and affect prices and distribution...
