Chelsea spent £244m in the 2017/18 season. The players they signed?

Antonio Rüdiger, Davide Zappacosta, Danny Drinkwater, Tiemoue Bakayoko, Álvaro Mórata, Emerson, Olivier Giroud and Ross Barkley.

You may laugh.
They then followed it up by spending £129m on 2 players(Jorginho and Kepa) in 2018/19 while signing a washed up Gonzalo Higuaín on loan in January.

You can say what you want about the success of the "new" signings this season but I have full faith in them coming good.
You(or at least I) couldn't say that for any of the other players. It's clear that the club has really improved in this area based on our signings last summer and our targets for the next one.
Chelsea moved from the players mentioned above to Thiago Silva, Ben Chilwell, Christian Pulisic, Hakim Ziyech, Kai Havertz, Timo Werner, Edouard Mendy, Gigio Donnarumma, Dayot Upamecano, Niklas Süle, David Alaba, Jadon Sancho and Erling Haaland.
This is also not meant as a dig on Jorginho(before his devotees starts jumping on me). He's been doing very well so far under Tuchel and I wouldn't mind keeping him if he continues. However, he has not been great in general for Chelsea, especially considering he cost almost £60m.
