Singletary is asked if he was angry after meeting with Mayor Warren in August: "I was certainly upset and disappointed...because it appeared that there was some indication that we as a police department were not doing our job correctly."
Singletary: "There was no intent to cover this up what so ever we weren't trying to hide anything me and my command staff did everything by the book."
"I conveyed information to the mayor as I had it."
Singletary is asked if Mayor Warren accused him of trying to cover something up during their meeting August 4: "No not at that time...we were not trying to hide anything."
"She had said that the video was not depicted as I had described to her."
Singletary: "She was coming from a point of emotions and feelings. As chief of police I have to be objective."
In an email in August, Mayor Warren tells Singletary had she been aware of the footage, she would have asked for it to be reviewed. Singletary says she was aware of the body-worn camera footage, and Officer Vaughn's actions were under review at that time.
An email from Capt. Umbrino is brought up, referencing a meeting about planning a presentation about the events that led up to Prude's death. A line reads, "The feeling from the 6th floor is the longer it takes the better it is." Singletary was not included in the email.
Singletary is asked if he was surprised when the footage was released without his knowledge.
Singletary: "I wasn't surprised. I wasn't part of those conversations."
Singletary: "The mayor and I never discussed having a public media event or notifying the public."
Singletary is asked why he didn't inform the public on September 2 that Prude's death was ruled a homicide: "It would've been on the advice of corporation counsel. We had a conversation with the mayor prior to that press conference."
Singletary is asked if the mayor was concerned that the release of the footage might cause "unrest" in Rochester.
Singletary says yes, and that they moved a press conference location due to safety concerns.
Singletary reads a text sent to him in September: "The mayor will be doing a press conference this afternoon. She's going to beat you up a little bit, it's not going to be pretty and I suggest you remain quiet and humble and take it on the chin."
Singletary: "I was thrown under the bus."
Singletary now speaks about a press conference he did not attend with Mayor Warren. He's asked why he didn't publicly disclose what he indicated to the mayor about Prude's arrest:
"Contradict the mayor and probably be fired, no."
Singletary: "If [the mayor] said she was not informed leading up to it she was fully informed on August 4, but she did not come out that day."
Singletary speaks about a press conference on September 6, where he says he didn't disagree with the mayor because he didn't want to cause public discourse.
Singletary says Justin Roj started to, "walk [him] down a path that wasn't true."
Singletary: "I know the words that were coming out of the communication director's mouth weren't true."
Singletary is asked if Roj asked him to lie for Mayor Warren: "Yes. I told him I wasn't going to lie for anyone."
Singletary: "[Roj] didn't ask me directly to lie."
Singletary says he knows there was a meeting held in early September to discuss his employment status. He says Dr. Cephas Archie told him about the meeting.
