It is a necessary component of the solution, but it is not sufficient on its own.

The increase in the cap for the number of refugees to be resettled in the US and other administrative reforms for refugee admissions is a heartening signal that the Biden admin is interested in assisting refugees, rather than vilifying them.

The signals from the Biden administration have been much less clear on access to asylum at the border. For example, the executive order on asylum and statements from DHS effectively allow the "Remain in Mexico" (MPP) program to continue pending a prompt review.

This is despite evidence that asylum seekers subject to this program are regularly murdered, kidnapped, tortured, and extorted in Mexico.

How the administration deals with the current restrictions on access to asylum, as opposed to the raising or lowering of the refugee cap, will be more indicative of whether or not they are truly dedicated to the complex task of building back a better asylum system.
