HEAL is an operational shove for existing staff and services; it's not a funding plan to accelerate shelter or housing production. This is THE problem...
...and the City can't solve it, realistically, with its own budget. The County will need to shift it's thinking on safety spending.

We'll know we are closer to enduring solutions when the City & County are BOTH under pressure to _accelerate_ a switch to "Housing First".
A potentially explosive complication is the extraordinary pressure the local <30 MFI rental market will face post-pandemic. At some point, soon, Council will need a market and social housing solution for that or unhoused needs will grow beyond City & County fiscal means. [FIN]
