Spec. Pres. Rep for Climate (Kerry), COVID-19 Response Coordinator (Zients), and Dep NSAs for Cyber/Emerging Tech (Neuberger) and Intecon (name unknown at this point) (3/10)
#INTECON returns!  Was abolished by O’Brien, glad to see it back. (4/10)
PC/DC structure remains (the Scowcroft revolution endures!) (5/10)
DepSecDef is the DC rep for DOD, not USDP - not entirely surprising that @kath_hicks is so capable but I suspect @ColinKahl will get the call too (6/10)
@LSRTweets (Homeland Security), Anne Neuberger (Cyber/Emerging Tech), and #INTECON can chair DCs with @jonfiner ’s discretion.  But these all flow up to @jakejsullivan
IPCs return (Obama term) and are chaired by “designees of the APNSA.” Important language, because it means that Jake could designate State, DOD, or elsewhere to chair an IPC. This differs from Obama’s language in PPD-1, which explicitly said the NSC would chair IPCs. (8/10)
I think this may be a play to give State more of a leadership role under SecState Blinken.  We’ll need to see. (9/10)
Putting this together with the NSM-1 drop (and h/t to @LorenRaeDeJ for a fantastic analysis thereof) and the speech at State, yesterday is pretty much the biggest foreign policy/NatSec day since Inauguration Day... (10/10 fin)
