NEW: Justification for Biden's K-12 plan IDs $145 billion in needs. It's a massive jolt to help schools reopen and provides big $ to confront pressing challenges such as learning loss and mental health needs now and in the future. Breakdown includes:
$60B to prevent layoffs

$3.5B for physical barriers/social distancing $14B for increased custodial staff $14B for social distancing on buses $6B for PPE $50B for reducing class size/social distancing $3B for school nurses
$29B for learning loss/extended learning time/summer school/tutors

There's been "why is this money needed?" pushback, but this justification clearly lays out the needs. One component that's not included, though, is HVAC/ventilation—a big priority for @NAESP members. Hopefully, ultimate bill would be ESSER-like and this would be an allowable use.
