This isn't tremendously surprising at this stage of the process, tbh - a lot of the arguments in the hearing were about whether or not the court *could* rule on the matter, and @MartinJKeatings has been clear that he was expecting to end up in the Inner House on appeal either way
Lady Carmichael has also not definitively closed the door on a legal answer to the question of indyref2 - says political matters and campaigning should be permitted to unfold, and courts can "intervene to determine allegations of unlawfulness" at the appropriate moment
Basically even if this particular case isn't conclusive in the Inner House (or even the Supreme Court) judges could ultimately still end up ruling on competence if, say, ScotGov passed a referendum bill and UKgov law officers challenged its legality - as the SNP routemap suggests
