Suspect was on parole for grand theft. Then arrested in Dec 2020 for DUI & driving stolen vehicle. Again in stolen vehicle today when he killed a pedestrian.

Car thieves (esp drunk ones) don't obey traffic laws. They're extremely dangerous. Why wasn't he in remand?

Law-abiding citizens are under mistaken (but reasonable) impression that if you commit serious crimes (like DUI in stolen car) on parole, you go back to jail.

It's one thing to release first-time offenders on own recognizance. But not parolees committing new dangerous crimes.
More info in this thread. Still needs to be verified, but if correct, he was driving 70 mph under the influence in a stolen car this morning when he killed a pedestrian. *If* above is correct & *if* Dec 2020 & Jan 2021 arrests occurred in SF, then DA clearly has blood on hands again. It's very predictable that someone with history of driving drunk in stolen cars is going to kill or seriously injure someone sooner or later. Needs remand not bail.
Covid should no longer be an excuse for not remanding. AirBnB let people cancel non-cancelable reservations made pre-pandemic for post-pandemic stays. But if you make a new res today, the risk is on you.

So if you commit a new serious crime today while on parole, risk is on you.
