But beyond having an inside line, Twitter is negligent period. It's TOS isn't applied with any consistency as a rule. It also helps Sally that her efforts are at the behest of the "blue wave" billionaire class which ultimately includes Twitter.

As stated in the article, Sally ran her "sockpuppet" accounts using a service called Buffer. In response to the outrage generated by the article and countless tweets to Buffer by the public, Buffer changed their Terms of Service to prevent further abuse.
