If Gummer can't answer the question, then the CCC does not know.

It's that simple.

Gummer gets snippy at the interviewer because he's such an entitled ignorant prick, and has no answer.

The only answer is vague, "we're going to do it fairly".

Well, that's a hollow promise, isn't it.

Gummer is trying to say that because poorer households are less likely to have gas, a tax on gas is fair.

But he makes a real dogs dinner of it.

And it's BS, anyway, because plenty of poorer homes DO have gas.

In order to explain HOW it can be made "fair", Gummer would have to explain how relatively modest households -- not rich, but not poor -- who cannot afford a £13k-25K boiler replacement will find the money. And that's just the start of their problems.
