the debate in Congress and The White House is about THE TOTAL PRICE TAG. think $1.9 trillion is too much money, then you have to cut price tag on its components. IT IS NOT ABOUT SOME STUPID RESEARCH STUDY OR EVEN DECADES OF RESEARCH. it's about math and politics.
