Today’s hearing, Carter says, predicated by 1383 homeless deaths in y2020 in la county. Today’s hearing is not so much about the 6k+ “beds” the city has promised to build.
Carter says today is about the disproportionality of minorities on he streets, and special attention to particularly vulnerabilities of unsheltered women.
He says court is considering “Any and all equitable remedies” for mass homelessness in LA. In recent court filings, Carter has alluded to active court intervention in policy. He’s asking what are the “outer limits” on the court’s power to act. See @meghanncuniff thread yesterday.

Can’t help but notice how across the st from the @DWCweb parking lot where everyone is assembled this morning is a six story loft building that appears mostly (but not totally) empty and has several “now leasing” signs on it.

Solis speaking now about women have been unrepresented in most of the big top level discussion of homelessness. Describes pain of seeing widows & seniors on the street.
She underscores the scale of the issue. That she represents not just part of skid row but also people in living in river beds, and more. Any court effort needs to be more than just LA city.
Solis also noted “we’re looking at” how the old county general hospital in Boyle Heights could be repurposed to make 600-700 units.

Carter replies that a consent decree is a settlement that allows parties control over what happens (bc they have to agree to terms for a consent decree to happen). He continues that he’s looking past that, to what kind of (emergency) power might exist for the city + judiciary
This part will become more clear over next two weeks. Carter has invited BigLaw (and whoever else) to comment on the matter—to clarify how deep into the day-to-day operations of local government a federal court can involve itself.
