Before diving into details – what is transnational repression?
It is attacks on exiles/diaspora by the government of the country that they left. We divide it into four categories: direct attacks, co-opting other countries, mobility controls, and threats from a distance.

Transnational repression is a global phenomenon. We identified:
608 physical cases
31 origin states
79 host countries
160 unique pairings between origin and host states




The problem is getting worse because...
Digital tools give diaspora more influence, but give regimes more access to them
Punitive approaches to migration makes targeting easier
Perpetrators enjoy impunity



The "global war on terror" has given license for transnational repression. In 58 percent of cases we compiled, the origin state accused the targeted individual terrorism
78% of the cases appear to involve people of Muslim origin, reflecting:
high proportion of Muslim-majority states engaged in transnational repression
persecution of Muslim minorities in countries like China
vulnerability of Muslims in migration at a time of Islamophobia



So, who does what? Renditions and coercion by proxy (targeting an exile's family) are used by the most countries
What can democracies do about transnational repression?
Hold perpetrators accountable
Build resilience within institutions to avoid being co-opted
