So the National Dev Plan extended it's public consult until 19th of Feb and the Dub Dev Plan public consult is open until 22nd of Feb. I can already see in the DDP public consult portal a lot of submissions (rightly) asking for public and social housing. >
Unfortunately, because the system makes it as difficult as possible for the public to ask for what they want in a way that will make an impact, from what I have pieced together from the process these submissions will largely be disregarded. I'm going to try and illustrate why >

DCC apply to central government for their Capital budget (money that finances long term assets - roads, houses, buildings) they know applying for something that is not in the NDP will automatically be rejected The DDP public consult process becomes an expectation setting exercise
They're teaching us the words we need to use & the things we should believe about housing so its more convenient for them. Regardless if you make a submission or not learning these phrases will help you be critically aware when these issues are discussed
Some of these phrases are even innocuous until you dig into what they're being used to justify (more on that later) (also, fyi 'sustainable communities' doesn't appear in the NDP, I wanted to capture it for later to talk about the relationship btwn DDP & planning observations)

The main conclusion I would take from this is if you really want to fight for DCC to provide public housing you need to attack the NDP not the Dublin Dev Plan. I do however think it would be great to get DCC to create a housing provision philosophy for when the NDP changes BUT
as we all have limited capacity, if you can only submit to one and your primary concern is public housing I would prioritise the NDP.
