Their unguided munitions (repurposed/DIY 40mm grenades) were not always as casualty producing as I'm sure ISIS wanted them to be, but they slowed down the Iraqi/coalition operations to a crawl. No one wanted to get smoked by some dweeb with a modified DJI Phantom.
The ones in @WeaponOutfitter linked article are purpose built, and according to the article, are multi-role and in some cases recoverable. The key is that they are designed to be cheap and consumable. The DJI phantom is around $1000. ISIS wasn't willing to throw them away.
These are designed to be lost and destroyed, meaning you can throw up a fuckload of them and use them to overwhelm a target. In the business we used to call this "massed fire" which we can now pair with "precision HE".
Imagine dozens of accurate HE fire support assets organic to each member of the infantry squad. No more relying on PFC Fucknuckles aim with the SMAW or AT-4 when trying to hit a bunker. Fly five of these through a window instead.
I'm sure this will scale up to an anti armor version as well, though I doubt you'll ever get rid of javelins. Though, most anti missile detection systems on armor rely on speed and IR signature to shoot down incoming, slower munitions might be harder to detect.
