The Warden is saying that since Mr. Davis has not signed an release of information, he is prohibited under HIPPA from sharing information with Kelly, Mr Davis’ wife.

HIPPA is an awesome law that:
A) allows people access to their own health information
B) provides protection against providers sharing that info without the patient’s consent.

So, for example, if a person went to the doctor, the doctor can’t go to the hair salon and say, “ oh hey, guess what! Judy was in the office today & guess what, she’s having twins!”
That would violate HIPPA & also ethics codes.

Why does a Warden not have the authority to disclose the medical condition of an inmate to a spouse?
Well, under HIPPA, he does.
However, this man is refusing to do so.
There may be laws or regulations that relate specifically to incarcerated people.
