How could it work?
Negative Taxation: we all get an equal tax refund annually the amount is the same regardless of income!
Local Income: South Korea offers a quarterly stipend that must be spent locally! Replacing subsidies to small businesses.

Laziness: studies showed only child labor decreased - adults worked at a similar rate
: people spend less on temptation goods and more on education
