Longer version still: The House starts fresh each Congress, new House, new rules that require majority vote. B/c the entire body is up for election

But about 2/3 of the Senate is not up for reelection each two years. So it's organizing rules continue as default, until changed.
Political reality version - maybe what you are getting at?: Schumer and Dems can attempt a version of the nuclear option that breaks through the MTP filibuster problem.

BUT, it's not clear he has 50 Dem votes for that. And it's not clear it's doable for just this resolution.
