As a huge liberal advocate of engaging with the EU, it might come as a surprise that I agree with much of it. The EU very much practices "commercial realism" which will make forging a strategic partnership a tough slog. BUT. This is a slog US must embrace. The US needs Europe to be a stronger and more strategic global actor and ally. But forging a strategic partnership, requires the US offering such a relationship, something it hasn't done!
It also will require Europe to evolve and change. This where the US needs to care about internal EU developments and use its influence to push the EU to become a stronger FP/security actor; something the US has actively (and effectively) opposed!
This will be a long slog. One way to view the EU, w/ its continental scale, 450M population, massive economy but its weak federal govt/state is akin to the US in late 19th century. An inward focused potential power. US engagement needs to be patient and with eye to the long term.
