Just in the past decade, Spurs have employed Michael Edwards, Robert McKenzie and Paul Mitchell. All of these guys have proven track records in recruitment. McKenzie was key in building the title winning Leicester side.
Hitchen was, like Michael Edwards, a "disciple" of Comolli and even followed him to Liverpool. If you look at the Amazon documentary you see that he was the main driver behind the signing of Bergwijn who was being chased by Leicester and a stats favourite.
The lead recruitment analyst a Spurs is a guy called Nick Bennett who cut his teeth at Brentford, arguably, have the most efficient scouting operation in England.
That the recruitment department isn't the problem. The problem is that they probably aren't listened to enough. That Levy and/or the managers often overrule them.
Sissoko for example was a Levy signing. Poch didnt want him.

So its not really about individuals. It's about having a system in pace and committing to that system No point bringing Campos if, ultimately, Levy and the manager can go rogue.
