If we check the sequence of planets in solar system , it is Mercury, Venus, Earth,Mars, Jupiter and Saturn (followed by Uranus, Neptune and Pluto). The last three are not visible through naked eyes, hence not included here.

THIS sequence is the basis of order of rashis . Keep the two luminaries at center. Place all the planets and planetary paths in the order they are in solar system. Here is a picture showing various planetary paths around Sun.

Question : Why Sun and moon is taken at centre ?
Answer : Moon being the nearest celestial body to earth holds extreme importance. All the planets revolve around the sun. These two are luminaries and are never retrograde. They demarcate day and night.

Esoterically speaking, moon is past life vasnas /manas and sun is atma. We all are born here to experience the play of our past life vasnas(Mo) , to train our mind ( Mo) and to reach parmatma ( Su).

Moon rules Cancer ( representing emotions , state of mind ) Sun rules Leo (knowledge, mantra coming from manas trayai -- jo man ko taar de ) . The day and night demarcation is because of Su and Mo only.

Taking this demarcation in consideration, the planetary paths are divided forming two rashis on each path. Me path - Ge and Vi
Ve path - Ta and Li
Ma path - Ar and Sc
Ju path - Pi and Sg
Sa path - Aq and Cp

Whichever rashi Su is in during the month, that particular rashi rises during sunrise . Ex - when Su in Ar, Aries rises during sunrise. Imagine all this as a giant wheel with 12 boxes for better understanding. When one box change its place the other one comes on top.

Ex - Ar rising at sunrise , after approx 2 hours, Ta will come up on the top and so on -- the cycle continues. Every day sun will travel 1 degree approximately and the lagna at sunrise will slowly move forward . After Sankranti , the lagna at sunrise changes to the next one.

Vedic new year starts with chaitra pratipada when Sun is in Aries . This is also the approx time for spring equinox (when sun is exactly above equator in northern hemisphere and day and night are of equal lengths). This is reason why Aries is taken as first zodiac sign.

Currently Su in Cp. So Cp rises at sunrise followed by Aq.
