This is where we're at plot-wise. To take Iserlohn, the Empire is planning on warping a smaller fortress and doing space fortress battle. This is fucking awesome, but naturally very expensive.
Kunmel is Hilde's cousin. He's a sickly fellow who doesn't have a lot to do but consume content. Since he's feeble, he can't be considered "learning" or "practicing art" as he can't manifest work. It's a little heart breaking. So Hilde asked Admiral Mecklinger to visit.
So rare to get a full body shot of Hilde. She'd be my waifu if it weren't so disrespectful to Kalki-Reinhard. Wouldn't want to offend a god.
Mecklinger is a character who doesn't get enough screentime, but I suppose it makes sense given his achievements aren't martial. His military work is spent mostly in the rear securing supply lines and maintaining the machine. An inglorious, but arguably more important job.
Heinrich isn't that old, but it's doing one of those things that Asians do, where the "age" of the character isn't reflecting their birth age, but the state of their soul.
Henrich gives four people he admires most. Some of it's a flex, but they're some fine people to admire. Everyone knows da Vinci, and I expect most of my followers know Cao Cao. If you don't know Lazare Carnot or Togril Beg, though, at least go read the wikipedia. Lazare esp.
It's also interesting for Tanaka, ever the shitlib, to list these heroes as people to admire. While da Vinci and Carnot make sense, neither Cao Cao nor Togril are exactly "liberal". It goes to show that, as long as one is honest, heroism can overcome ideology.
Henrich is comparing Mecklinger to these people, and Mecklinger, ever the gentleman, is a bit aghast at the compliment. But as it comes to talent and hard work, Mecklinger and Cao Cao have much in common. But unlike Cao Cao, Mecklinger is outshone by a god.
Mecklinger is an artist even in bureaucracy. But the best of them. Shout-outs to @xuriousmusic, Jinjerzilla (pbuh), @stone_toss , @WhiteCollective , @wrathofgnon , all the publishing companies, and all those I've not listed for fighting to keep the divine aesthetic alive.

So, in theory, this makes sense. In a just society, the commoners just aren't "tapped in" to the Divine in the way the higher castes are, and they have other duties, so going into art won't bring about good results. But Mecklinger was living in another Kali Yuga.
This question leads up to one of my favorite concepts presented in Legend of the Galactic Heroes, and why I emphasize Reinhard's essence as a god, specifically Kalki.
Parodied later by Emperor Reinhard dragging Bittenfeld to a ballet, but it perfectly encapsulates @ARIOSOPHY 's point on creation vs appreciation. If true art is an Icon, a divine conduit then the perfect act of creation is to manifest oneself as Divine - as a living work of art.

Hilde and others are opposed to this assault, for the obvious reasons - Reinhard is troubled, the timing isn't right, there doesn't seem to be a good reason (also spoiler, but the guy who proposed it is a Fezzani asset). Mind, Kircheis' death is still fresh.

Can you believe it? A democratic state beholden to Fezzani interests does horrifically tyrannical and evil shit for the sake of not their own political objectives, but the objectives of their financiers and donors. Fortunately that never happens in real life.
