In an avg. Uni in Canada, Int students need ~$ 20 to 30K/year (CAD) for tuition fees. Too high & might even be the total amount Prof wants to give you- Perhaps clarifies why you're not getting a response when you email and not necessarily because of your profile?

So, by emailing schools with lower tuition fees, you stand a better chance of getting a response (and possibly acceptance).

2. University of Saskatchewan
U of Sask is a very good school in Canada, the cost of living is not bad at all, and they offer SCHOLARSHIPS. if you have good CGPA, you can win the Dean scholarship (ideally enough for you & still get funding from Prof)

At U of Manitoba, International Ph.D. students and domestic pay the same tuition (~2k per semester). Prof funding is great here too, so you stand high chances of being admitted.
