(3) But it may be power Manchin and Sinema don't want if it forces them to take controversial positions on important issues, whereas the filibuster would allow them to duck those issues.
Which means that the strategy for other Dems has to be to make them the potentially pivotal votes on something so tempting that they can't refuse.

Hence, the "Do Nice Things for AZ and WV Act of 2021."
