ok since this is getting wider circulation and some readers may not be familiar with TurnItIn, a couple of clarifications!!
(1) It says that the submission to Parliament from Profs Freedman, Stock and Sullivan matches a "student paper" at USC. That's because I (a PhD student/instructor at USC) had to submit both pdfs *as* "student papers" to run them through TurnItIn's software. https://twitter.com/philoso_foster/status/1355965927385260034?s=20
(2) TurnItIn doesn't discriminate between properly cited direct quotes & straight-up lifted material. But a 43% similarity index is MASSIVELY high – *even* for something with lots of block quotes. (Which, by the way, are not themselves even properly cited!) https://twitter.com/philoso_foster/status/1356134341982658563?s=20
(3) It is true, as some (in very transparent bad faith) have smugly proffered in defense of Stock et al, that TurnItIn's similarity index is not itself a reliable indicator of plagiarism. That is just true. As an instructor, you have to read stuff w/ your eyes and your brain.
(3, cont.) Sometimes TurnItIn "catches" totally innocuous stuff; sometimes it fails to catch very serious cases of academic dishonesty. (As in, e.g., a case I had last year where a student changed just enough words of an obviously identifiable book passage to "fool" the software)
(3, cont.) Indeed, TurnItIn *would* have failed to catch this one –– it did not originally pick up the pdf from Murray Blackburn Mackenzie, despite its being online. But, and this is clarification (4), that is really besides the point, because (as I hope is clear by now!) Christa did not discover this o̶b̶v̶i̶o̶u̶s̶ apparent case of plagiarism by using TurnItIn. She discovered it by... reading the pdf Stock linked to her telling her to read!!
I hope this helps clear things up!

And let's not lose sight of the big picture, here: full (tenured) professors submitted "expert" testimony to a GOVERNMENT committee which demonstrates a failure to uphold basic academic integrity standards that *undergrads* get failed for.
