The template for zoning reform is becoming apparent. It must include several elements in order to be fully effective and equitable.

1) Legalize #MissingMiddle housing everywhere. There is no public policy justification for allowing a house but not a fourplex. https://twitter.com/JakeWegmann/status/1204168086720516097?s=20 (Stated rationales boil down to exclusion or protecting artificially free street parking.) Consider @FormBasedCodes. /2
2) Parking minima must be scaled back or (preferably) eliminated. https://twitter.com/TaplinTerry/status/1354286847250194432?s=20

fewer homes which are more expensive and car-oriented. They can make #MissingMiddle infeasible. /3

3) Allow for larger housing developments in walkable neighborhoods that are or could be made transit-rich, to address the housing shortage and climate crisis together. A good portion of American culdesac sprawl is going to be challenging to retrofit. /4
4) Tenant protections and additional consideration for whole communities under displacement pressure are needed to ensure #DevelopmentWithoutDisplacement. Targeting owner-occupied housing ensures consent from existing residents.

5) Combine with approaches to support affordability and integrated communities, like #DensityBonuses. With #InclusionaryZoning, it's critical the % is not so high as to make development infeasible.
