But this verse was revealed during a time where the polytheists were violating a peace treaty with the muslims by torturing them

And in surah 9:6 says if any of the disbeilevers seek for protection then grant it to him/her
And in surah 9:13 allah makes it clear on who to fight against-those who violated the oath
Chapter 60:8 allah does allow us to be kind to those who do not fight against the mulsims
And allah prohibits us from being kind to those who fight against us
And in chapter 18:29 it stated that a person is free to believe or to disbelieve and the punishment for disbeilevers is eternal hell
