Let's assume 'international' event is one involving foreign scholars.
For a physical conf, existing rule says they need political clearance to get visa, come to India.
Now, even for virtual conference, MEA must clear paperwork otherwise, NO ENTRY for that Zoom meeting! 2/n

Did I say 'Zoom'? Sorry. MEA and EduMin want universities to avoid apps and mediums of interaction that are owned or operated by "countries or agencies hostile to India". 3/n
But the big question is, since an 'international' event is not defined, can Jadavpur University hold a zoom webinar on "Demonetisation: Comparing Indian and International Experiences' and call only Indian scholars without asking the Secretary of the Ministry for permission? 4/n
The new guidelines will no doubt be hailed as a new chapter in Aatmanirbhar Bharat – Why discuss international topics or interact with foreign scholars (physically or even online) when Indians are good enough and Modi has made India 'vishwaguru'!
