Re: America, it's not exactly the same (our dress uniforms look terrible, comparatively). It's more a hybird case of
1) effeminizing ("relaxing" standards allows ostentatiousness: corn rows, nail polish for men, etc) and
2) having a peacetime army, even during wars.

Regarding #2 in particular:
If you were to look at every commander in the Afghan and Iraq Wars since 2001 (McChrystal, Petraeus, etc), you'd find "Chad physiognomy" despite those wars not being completed after 20 and 18 years, respectively.

This is because America only projects power and doesn't defend borders; our own real estate is never in danger.

This allows for a lot of leeway, covering up, whitewashing, rationalization, etc, for the generals who don't complete their assigned missions.

If we had just lost Hawaii, Los Angeles, and Seattle to the Chinese, you'd see a lot more, ugly, dumpy looking, but ultra-competent guys running things.
