THREAD: I'm glad that Mick Mulvaney decided to share his very bad take on Biden's reg cost-benefit order. It gives me the chance to remind everyone that Mick Mulvaney doesn't care about cost-benefit analysis when it comes to the regulatory rollbacks he supported as OMB head
TWICE in 2017 Mulvaney personally directed his OIRA to back off and allow agencies to NOT do cost-benefit analyses in order to get political priority reg rollbacks out the door.
FIRST: Mulvaney told former OIRA head Neomi Rao to let Pruitt's EPA roll back an air pollution protection for dirty "glider" trucks as a favor to a Tennessee company that is a leading maker of these dirty trucks and the Tennessee Congresswoman Diane Black
Pruitt wanted to get the roll back out fast and knew the cost-benefit analysis would show that the rule would lead to far more lost benefits in increased air pollution than cost savings to the glider industry, so he reached out to Mulvaney to tell OIRA back off.
That's exactly what happened, according to the EPA IG report. I lay out how OIRA made one small change to the rule to make it look like a cost-benefit analysis wasn't needed in order to hide the evidence https://citizenvox.org/2019/04/08/epa-oira-rulemaking-truck-pollution/
The part I love most about this is that Mick Mulvaney's calendar itself tells the story. In Oct 2017, He set up back to back meetings with Neomi Rao (likely to tell her to back off on the glider rule) and then congresswoman Diane Black who was pushing the glider rollback. Brazen!
SECOND: Mulvaney directed OIRA to manipulate the cost-benefit of DOL's "tip wage" rule which would shift billions of dollars of tips from servers to restaurant owners. But the cost-benefit analysis couldn't be changed enough to make the tip rule look good.
So Mulvaney went around OIRA and made an agreement with DOL Head Acosta to bury the analysis instead. Luckily, the truth came out and was eventually confirmed by a DOL IG report
@JHWeissmann nailed Mulvaney's hypocrisy on cost-benefit analysis in a must-read https://slate.com/business/2018/03/mick-mulvaneys-tip-skimming-scandal-makes-him-look-like-a-craven-hypocrite.html
Steve Wynn, the casino magnate and big GOP/Trump donor was pushing for the DOL tip rule. https://bit.ly/3aklL7J . Guess who met with Steve Wynn in April of 2017? Mick Mulvaney!
Thank you in advance for never listening to anything Mick Mulvaney says about cost-benefit analysis ever again
