Is it true that Big Pharma could not get an emergency use authorization for vaccines if HCQ and Ivermectin had worked in the spring?

If that is true, it changes my opinion about may things in 2020.

I don't watch Fox, but this special report from @SteveHiltonx is highly accurate and worth watching. I read almost all of the underlying documents this spring.
