maybe if we want folks to do less street racing/burnout events we might consider giving them a legal place to do it. I mean, the city of portland owns a race track (PIR). I'd love to see more youth-oriented car racing/burnout events there. I think it would help.
A lot of the street racing and custom car culture is just young people wanting community and having nowhere else to build it except in the middle of a street or a deserted industrial parking lot. A smart city would recognize that & provide safer/legal outlets to meet the demand.
think of how we dealt with skater kids. all the "don't skate here" laws and private property/cops kicking them off good locations... So we worked w them to build skate parks. PIR could be like a skate park, but for driving cars.
