Prelim. conclusions on EU #poverty by @srpoverty @DeSchutterO = essential reading for everyone concerned with #HumanRights, #inequality and #ClimateJustice in Europe

The #EUGreenDeal will fail unless it addresses this agenda. Here are some of the key findings... A🧵
EU does relatively well by international comparisons on Human Devpt Index, inequality and income concentration

But 1 in 5 people are still at risk of poverty in the EU

19.4m children (23%) are at risk of poverty

Women face higher rates than men, and the gap grows with age
Numbers at risk of poverty declined by c. 11m from 2010-2019, but EU missed its 2020 Poverty Target to cut by 20m

Against the preferred Eurostat indicator, which benchmarks vs 2008 incomes + adjusts for inflation, at risk of poverty rates have increased 2 percentage points
The #EUGreenDeal aims to support a #JustTransition , and in key respects promises 2 combine social & ecological justice

But won't b achieved unless social rights strengthened & macroecon policy framework revised 2 address inequalities & end poverty, less dependent on growth
Key barrier 1 is competition among MSs on wages

In-work poverty, precarious work and part-time work increasing

--> Need to strengthen the proposed dir. on adequate minimum wages, with ref to human rights norms

And ratify key ILO conventions
Key barrier 2 is competition among MSs on tax

Corporate income tax was cut 11% on avg over past 20 yrs. 160-190bn/yr lost in public revenues. Measures 2 address so far inadequate

--> Need CSRs under the Semester to address corporate tax & progressivity of income tax
Key barrier 3 is the Stability & Growth Pact

Social rights neglected in EU macroecon governance

--> Need social impact assessments in Semester & MoUs under the ESM. More broadly, need to strengthen LEGAL recognition of social rights, not just rely on Euro Pillar of Social Right
The COVID-19 crisis offers opp's, partic. re reform of the Stability & Growth Pact

--> Social spending (educ, training, healthcare, labour mkts) shld be seen as investments (like R&D), deductible from calculation of public debt/GDP
Key opp also with National Recovery & Resilience Plans due by April to access 750bn #NextGenerationEU funds

Stakeholders fear NRRPs will focus on "sound econ governance"

--> Need NRRPs 2 engage with social partners/NGOs & efforts 2 measure social as well as climate impacts
Finally, 3 big asks on future vision. First = headline 2030 targets on poverty & inequality

--> Need Action Plan on Impl'n of Euro Pillar of Social Rights to include new target to cut EU poverty 50% by 2030, equally across MSs, & a new inequality target beyond 80/20 indicator
Second = a Roadmap to the Child Guarantee on free healthcare, free education, free childcare, decent housing, and adequate nutrition

Remember 1 in 4 kids in EU are at risk of poverty

--> Must be universal, not means-tested, & linked to parents' access to decent jobs & income
Finally, a big one - minimum income guarantees

Min income in 7 MSs is below poverty line

--> Need a framework dir. on min income schemes 2 set out common, rights-based characteristics all MSs shld apply. Key is that they are non-conditional & involve meaningful participation
It's a tour de force

It reminds us how far we still have 2 go in Europe 2 tackle chronic deprivation & brutal inequalities

And shows us that we won't get there without fundamental macroecon reform

We have much more 2 do 2 put social justice at the heart of the #EUGreenDeal
