The volume will be ~87 billion
for the period 2021-27 for the 27 MS (which the EP+ COM always found too little btw).
Most of the money is spent in shared management between COM and MS to react to social problems, but also for innovation and steering social Europe.

The negotiations were „zäh wie Kaugummi“ (aka very difficult) because some member states did not want to accept the urgency of these issues. And that we need to work together as Europeans.

The final result is obviously not exactly what the EP wanted, but it is a starting point:
25% of the spending is earmarked for social inclusion in all MS (to avoid using the ESF+ only as an employment tool)
On top of that, 3% are to be spent on material deprivation...


...which was one of the crucial points for the EP - as the “most deprived” are very often simply overlooked. 90% co-financing.
12,5% to be spent on the fight against youth unemployment in MS “most concerned” (for the nerds: we can share more info on the calculation directly)+

minimum allocation of “appropriate amount” in all MS
5% to be spent against child poverty in MS “most concerned” (same here, also: the rumour goes that France was a *very* special problem here)+ minimum allocation of “appropriate amount” in all MS. This is a first, so it’s...

...a success for the EP to put the tackling of child poverty high on the agenda.
Capacity-building of civil society: “Appropriate amount” obligation for all MS + minimum of 0,25% for MS with specific country-specific recommendation on this.
