The #Bears will make a push for Deshaun Watson. As I've said, their packages of picks/players won't be able to match what other teams can offer which is why this is pie-in-the-sky, but this is how I think the team should pitch to Watson:
Matt Nagy makes the pitch, Ryan Pace isn't anywhere near this one. Watson won't want the team gutted or it defeats the purpose of being traded there, but the Bears offer has to start with 3 first round picks of the Bears can't compete with other offers.
The Bears have gone 16-16 with a playoff appearance the last two years without any first round picks. The pitch starts there. Watson knows the deficiencies Chicago has at QB and they still managed to be .500, Watson understands what he can do to elevate this roster.
You also pitch him on the passion the city has for this team. It's the number one team in the city. The Dolphins aren't. The Jets aren't even close. The Niners don't even play in San Francisco. You also pitch him on endorsements that Chicago can beat anyone but NY.
Where you convince Watson that the lack of high picks isn't an issue, is you sell him on the success that Ryan Pace has in the middle rounds. You make sure he knows that Amos, Howard, Mooney, Kwiatkoski, Cohen, Jackson, etc are all talent that Pace found in the middle rounds.
In fact the only first rounder Pace had on the 2021 Bears if they acquired Watson would be Roquan (if he isn't traded to Houston). You convince Watson that the team can be successful continuing to build without having any first round picks in the immediacy.
As for what else the Bears can add to the package, stop throwing out guys like Khalil Mack. The Texans will be entering a full rebuild, they won't be interested in guys making boatloads of cash north of 30. The players that could go are Johnson, Mooney, Kmet, Daniels, Roquan, etc
That's the sell: track record of moderate success without a QB or 1st round picks, passionate fan base, market size, additional revenue from endorsements (he'd be the biggest star in city by a mile), and a track record of drafting successfully in the middle rounds.
Why you need to sell Watson on all of this is that Watson needs to tell Houston he wants Chicago. If he gives Caserio a list of 5 teams that include the likes of Miami, the Bears won't be able to beat those offers and Watson won't be here. It's a long shot, but that's the pitch.
