Let’s discuss unnecessary travel shall we?

Sam was in the US in March, when the Covid-19 pandemic really ramping up. He said this himself on 20th March 2020.
One of his commitments in the US was PaleyFest in LA, which was cancelled on the 11th March 2020 due to to the rising number of cases of the coronavirus. Why does this make him a hypocrite? Let’s get to that next...
It’s important to see - from Sam’s owns words no less - that he booked his trip to Hawaii AFTER PaleyFest was cancelled.
So, somewhere between the 11th March and 20th March he travelled to Hawaii, even though the US State Department encouraged people NOT to travel.
Also, Hawaii’s governor and people of the islands pleaded with people NOT to travel to Hawaii.
In conclusion, Sam KNOWINGLY decided to travel to Hawaii in the midst of a global pandemic rather than
A) stay put where he was or,
B) travel home and stay there.
Now could someone tell me what travel is more unnecessary? A Prime Minister - a leader of a country - travelling to another part of the country that he is responsible for, or an actor going on holiday because sun, sea, sand...?
